ImageValidatingPolicy PolicyException scope can be bypassed in versions 1.14.0 through 1.19.0. The fix is released in 1.19.1 only (https://github.com/kyverno/kyverno/pull/17307) and has not been backported to the 1.17 or 1.18 release branches.
